My Lords desire me to request that you will represent to the Secretary of State that, for the efficient conduct of His Majesty's Naval Service at Hong Kong, it is imperative that the Naval Authorities should have unquestioned control of the water area set aside for Naval purposes, at any rate to the extent of deciding what craft shall or shall not lie in it, including such small craft as dockyard craft, tank vessels, lighters &c. which form a necessary adjunct to the Naval establishments and men of war.

And I am further to express the hope that, in view of the importance of the Naval considerations involved, Mr Chamberlain will issue instructions to the Colonial Authorities to give the necessary orders for giving effect to this view of the question.
